APOSTLE ELEANOR ESTRADA

Visionary

Apostle Estrada is the founder and Visionary of Holy Ghost Deliverance Ministries (HGDM) now, City of Refuge Worship Center (CRWC) located at #303 Barren Spot St. Croix, United States Virgin Islands. Apostle Estrada was born and raised in St. Thomas, USVI. She is the precious mother of three daughters, a proud Grandmother of five and Great Grandmother of five. Apostle Estrada also has a number of adopted sons and daughters.

Apostle Estrada was called into the Five-Fold Ministry Office of Apostle, with an assignment to build a City of Refuge and her purpose is to be A Mother of Zion. Apostle Estrada remained faithful as a Prayer Warrior and an Intercessor before she progressed through the Five-Fold ministry offices of, Teacher, Evangelist, Pastor, Prophet and now Apostle.

Seven years ago, doctors stated that she would not live, God had another plan and proved to that she was chosen and ordained by Him but he chose and ordained to bring forth fruit and that would remain (John 15:16).

Today Apostle Estrada stands firm knowing that with God all things are possible for those that believe; and remain steadfast always abounding in the work of the Lord.

APOSTLE MONA L. BARNES

Mona L. Barnes was born on the beautiful island of St. Croix. She is the daughter of Apostle Eleanor A. Estrada and Lionel Barnes.

She is a graduate of the St. Croix Central High School. She received a B.A. in Psychology from Fisk University and a Master Degree in Management and Leadership from Webster University.

In October 1986, she voluntarily enlisted in the U.S. Army Reserves commencing her career in the military. In 2010, Pastor Barnes was recognized for her exemplary leadership in the military. She served as the first female State Command Sergeant Major in the Virgin Islands. Pastor Barnes retired from the Virgin Islands National Guard on February 28, 2015.

In 1999, she was ordained and progressed through the Five-Fold ministry offices of, Teacher, Pastor and presently Apostle.

While serving as the Pastor of The City of Refuge Worship Center, she was an educator at the Pearl B. Larsen Elementary School where she taught for (12) years while also working at the Girls Group Home for the Virgin Islands Behavioral Services.

In 2015 Former Governor Kenneth E. Mapp appointed Pastor Mona L. Barnes as the Director of the Virgin Islands Territorial Emergency Management Agency’s (VITEMA). Pastor Barnes proudly served as Director of VITEMA until December 2018.

In 2020 Pastor Barnes was ordained as Apostle of the City of Refuge Worship Center formerly known as the Holy Ghost Deliverance Ministries, Inc., on St. Croix.

Apostle Barnes, is highly regarded as an effective leader among leaders, having spent more than 20 years in active ministry; preaching the uncompromising word of God. She’s had the distinct honor of meeting with leaders and organizations to improve the culture, fuel vision, unify and assist with implementing roadmaps for sustainability and growth for the greatest impact in St. Croix.

Currently, Pastor Barnes is a managing partner at Triune Developmental, LLC, a real estate developmental company launched in 2010 with four young entrepreneurial minds. Triune Development is Pastor Barnes’ initial investment in preparing and protecting the intellectual property of young individuals in her community. Because of her passion for the elderly, Pastor Barnes, founded and established the New Life Senior Resort in 2006 and became the Chairman of the Board in order to help the elderly in our community.

As the Senior Pastor and Apostle of The City of Refuge Worship Center, she continues to give leadership to the members and staff each week.
